  Already hold NVQ Level 3 or equivalent qualification in an engineering or construction related subject    
  Competence in the engineering profession with experience in construction or related field    
  Knowledge of the construction industry including project management and contract administration  
  Knowledge of the CDM regulations and construction site safety  
  Knowledge and understanding of the design codes relevant to the team’s area of work    
  IT specialist skills for using CAD, mathematics and engineering analysis and translating technical knowledge into real outcomes    
Good interpersonal and communications skills (oral & written) to undertake consultation with a range of stakeholders, members, and the public  
Demonstrate analytical judgement to creatively deal with difficult and varied problems  
Personal Qualities: Be flexible and willing to work additional / unsociable hours at short notice  
  Mobility: Have a full driving licence and be capable of moving around a construction site independently

Job outline

Overall purpose

  • Assistant Project Manager/ Assistant Engineer (Infrastructure) - Assist in the preparation and delivery of major civil engineering projects from conception through construction to ongoing maintenance in accordance with the Council's practices and procedures.

  • Assistant Engineer (Structures) - Assist in the preparation and delivery of civil engineering projects (bridges & structures) from conception through construction to ongoing maintenance in accordance with the Council's practices and procedures.
  • Assistant Engineer (Highways) - Assist in the preparation and delivery of civil engineering projects (highway maintenance and road safety) from conception through construction to ongoing maintenance in accordance with the Council's practices and procedures.
  • Assistant Engineer (Flooding) - Assist in the preparation and delivery of civil engineering projects (drainage, flood and coastal defence) from conception through construction to ongoing maintenance in accordance with the Council's practices and procedures.

Principal accountabilities

  • Assistant Project Manager

- Assist NEC Project Managers and Supervisors in the administration and contract management of major highway and transport schemes.

- Monitor and undertake the administration and management of design services and the associated work of external consultants.

  • Assistant Engineer (Infrastructure)

- Assist NEC Project Managers and Supervisors in the administration and contract management of major highway and transport schemes.

  • Assistant Engineer (Structures) 

- Undertake simple bridge general inspections and assist with more complex bridge and structural inspections.

- Assist in managing the Council’s abnormal loads movements.

  • Assistant Engineer (Highways) 

- Assist NEC Project Managers and Supervisors in the administration and contract management of highway maintenance and road safety schemes. 

- Monitor and undertake operational management and administration of highway maintenance and road safety schemes.   

  • Assistant Engineer (Flooding) 

- Carry out data processing of raw coastal and asset survey data to produce appropriate CAD result files.

- Assist in the building and maintenance of hydraulic models of drainage systems under the direction of senior staff. 

General principal accountabilities

  1. Assist in the technical contract preparation and construction delivery of civil engineering projects through all stages of the project life cycle. 
  2. Identify routine operational needs and implement agreed solutions within guidelines and budgets. 
  3. Monitor, inspect and advise on civil engineering related matters and liaise with other bodies as required. 
  4. Supervise the standard and quality of contractor’s site works when required to do so, ensuring that all works are carried out in a safe, sustainable, and effective manner. 
  5. Assist in the detailed investigation of allocated civil engineering related queries and determine appropriate responses. 
  6. Undertake site, topographical and other measurement surveys. 
  7. Undertake public consultation with specific user groups (Parish Councils, Ward Councillors, etc.), to facilitate acceptance of proposals. 
  8. Undertake contract administration and project management duties on schemes with some degree of complexity. 
  9. Any duties and responsibilities appropriate to the grade and level of responsibility of the post.
  10. In your role you are required to speak English with sufficient fluency to effectively perform your duties, as required by Section 77-84 of the Immigration Act 2016
