Job outline

Overall purpose

Delivery of a range of complex capital and revenue highway, engineering, traffic and transportation, infrastructure projects and proposals as set out in the Local Transport Plan and maintenance programmes.

Principal accountabilities

  1. Project Management of engineering schemes which are of a complex nature
  2. Prepare and deliver minor highway and engineering projects and assist in the preparation and delivery of complex or major schemes from conception to completion in accordance with the Council’s practices and procedures.
  3. Provide advice and liaise with other bodies (Parish councils, statutory undertakers, other agencies, bus operators, Police etc) to ensure full understanding and agreement on specific proposals or issues.
  4. Identify asset needs and develop specific solutions within guidelines and budget provision.
  5. Carry out detailed investigation of highway and other engineering queries and developments, determine appropriate response and actions and provide technical reports, as appropriate.
  6. Manage the workload of sub-ordinate staff and external contractors and ensure the delivery of the Council’s programme of engineering works within financial guidelines.
  7. Monitor progress of specific schemes and projects and provide feedback information to assist programming, workload, and financial management.
  8. Record accurate, timely and relevant information and ensure that wherever possible misunderstandings or disputes are readily resolved with contractors, consultants, other agencies, and the public.
  9. Ensure that all works are carried out in a safe, sustainable, and effective manner.
  10. Undertake public consultation with specific user groups, Town and Parish Councils, Ward Councillors, Police, Etc, to ensure acceptance of proposals.
  11. Directly contribute to the successful provision of a multi-disciplinary engineering consultancy service provided by the Civil Engineering Services Group, including:
  • Project management in accordance with PRINCE2
  • Ensuring current best practice in the industry
  • Technical advice
  • Feasibility studies
  • Scheme design
  • Contract administration
  • Investigation
  • Operational management
