Job outline

Overall purpose

Delivery of a range of complex capital and revenue highway, engineering, traffic and transportation, infrastructure projects and proposals as set out in the Local Transport Plan and maintenance programmes.

Principal accountabilities

  1. Project and Programme Management of internal and external resources to deliver complex engineering solutions covering feasibility, design and construction
  2. Project Management of several simple schemes together
  3. Delivery of schemes within programme and budgetary constraints.
  4. Ensure all schemes comply with corporate objectives
  5. Provide effective advice and information to Elected Members, public bodies, the public and other stakeholders on highway, construction and transportation issues.
  6. Ensure all schemes comply with health and safety legislation, the specification and the Council’s Standing Orders.
  7. Undertake the role of Project Manager as defined by the New Engineering Contract.
  8. Respond, investigate and act upon queries from Elected Members, Parish/Town Councils, public bodies and the public. Attend meetings, compile reports, statistics, undertake correspondence and deal with complaints.
  9. Prioritise workloads. Carry out EDR's and ensure staff are aware of council policies and service standards.
  10. Undertake public consultation with specific user groups, Town and Parish Councils, Ward Councillors, Police, etc., to ensure acceptance of proposals.
  11. Directly contribute to the successful provision of a multi-disciplinary engineering consultancy service provided by the Civil Engineering Services Group, including:

  • Project management in accordance with PRINCE2
  • Ensuring current best practice in the industry
  • Technical advice
  • Feasibility studies
  • Scheme design
  • Contract administration
  • Investigation
  • Operational management
